Fund of Funds for Startups
Also called FFS, FFS 2.0, and Startup India Fund of Funds
The Government of India's programme that puts money into SEBI-registered venture funds, which then invest in startups. The first fund, from 2016 and run through SIDBI, committed ₹10,000 crore to 145 funds that backed more than 1,370 startups; a second ₹10,000 crore fund, FFS 2.0, was approved by the Union Cabinet on 14 February 2026.
Why it matters
It never writes a cheque to a startup directly, so the way to its money is through the funds it backs. FFS 2.0 prioritises deep tech, tech-driven manufacturing and early-growth startups, and favours smaller funds, so those managers are worth knowing.
For example
A seed fund raising its second fund gets a commitment from the Fund of Funds for Startups, and later leads a deep tech startup's round partly with that money.
