Dr Labh Singh is B.Sc (Engg) PEC Chandigarh , MBA UBS PU Chandigarh and Ph.D. Punjabi University Patiala. He is an awardee of D.Litt. Honoris Causa of Theophany University Haiti.
He belongs to the @Balkar family ( pioneers in Harvester Combines) of Village Handiaya( Distt. Barnala Punjab)-148107
He is an ITS officer of 1979 batch from Indian Engineering Services.
He spent about 37 years in Telecom Sector and retired in 2017 as Advisor (Ex-Officio Addl Sect. GOI ) Deptt of Telecom.
He has vast experience of tender processing and awarding the telecom related works of projects and maintenance.
He has successfully completed and submitted awards of more than 50 arbitration cases regarding excess metering of telephone billing in most of Punjab Telecom districts during his service.
These cases were allotted by the competent authority on the directions of Hon. Judicial or Consumer courts!
